Recall that Kyoto called for the US to reduce the emission of greenhouse gases (let's make it easy and stick to CO2) to 7% below 1990 levels. Despite President Bush's (George W.) stance on Kyoto there is discussion and a slew of proposed laws that might impact greenhouse gas emissions in the US. Bottom line is we need to reduce the emissions and the rest of the lesson is on this topic. You will see that there are a lot of different approaches. We will probably end up implementing a number of them (if all you have is a hammer··)
