Organizations
Each student has been assigned as a member of a team. (See Page 6.) You should pick your own team leader. Each team represents either a US Government, IGO, or NGO humanitarian aid team sent to conduct humanitarian relief operations in Atlantica following a devastating earthquake. Obviously you will have to work with your teammates, but your teams will also have to interact with the other teams, as well as interacting with various other governmental and non-governmental elements in Atlantica.

US Mission - US Government Humanitarian Aid Assistance Team:
This team consists of members of USAID and the State Department Office of Foreign Disaster Assistance. You have joined the US Country Team for Atlantica led by the US Ambassador to Atlantica, the Honorable H. William Bombast, and housed in the US Embassy. You answer to the US Ambassador to Atlantica.ICRC - International Committee of the Red Cross:
You are the regional ICRC Delegation on temporary assignment to Atlantica to supervise ICRC emergency aid and relief activities. You have the additional mission of monitoring the conflict situation between the Atlantican Government and the Southern Rebels. You answer to ICRC Headquarters in Geneva.IFRC - International Federation of the Red Cross/Red Crescent:
You are the special representatives of the IFRC/RS to Atlantica. You oversee all of the Red Cross resources provided by national chapters, and represent the IFRC/RS to all parties. You answer to IFRC/RS Headquarters in Geneva.IHA - International Humanitarian Aid:
You are the Atlantica Mission for the non-governmental relief organization International Humanitarian Aid or IHA. You bring substantial aid resources from the international community to aid the victims of the Atlantica earthquake.

Rights Without Borders:
You are the Atlantica Mission for the non-governmental organization Rights Without Borders. RWB is a vocal American and European human rights advocacy group highly critical of the Atlantican government and its security forces. It is also critical of the U.S. Government and U.S. Army for supporting Atlantican security forces. RWB activists have held regular press conferences denouncing ARA actions and have issued a number of high profile calls for a "neutral and impartial" international intervention. You have both a human rights agenda and a humanitarian relief agenda.The Atlantican Government:
The Government of Atlantica has three sub-elements represented by the Executive Branch under the leadership of President Anderson, the Foreign Ministry, and the Ministry for National Security (including the Atlantican Army, Police, and the Civil Protection Directorate) under the leadership of Minister William H. Meeting Places
Virtual Atlantica has several places where various parties can conduct business in either private or public forums. Private conversations can take place via email but must be courtesy copied to the instructor. The following locations are available in the downtown capitol area of virtual Atlantica:

International Committee of the Red Cross/Crescent:
This is the office of the ICRC in Atlantica. The ICRC office is a controlled access facility open and viewable only to the ICRC team. This is their private workspace.International Federation of the Red Cross/Crescent:
This is the office of the IFRC in Atlantica. The IFRC office is a controlled access facility open and viewable only to the IFRC team. This is their private workspace.International Humanitarian Aid (IHA):

All agents of the US Government are represented at the US Embassy. You may contact and interact with any US Government agency or official in the "US Embassy Conference Room." This space is viewable by all students.Contractor Hall:
All domestic and foreign contractor agencies working in Atlantica register at Contractor Hall. You may submit potential contracts to the representatives at "Contractors Association Hall" who will put you in touch with firms that can fulfill your requirements. You may interact with these firms at the Contractors Association Hall or other location of your choice. This space is viewable by all students.Press Room:
All domestic and foreign press agencies (electronic and print) are represented at the "Press Room" in the Press Club. You may contact and interact with all press agencies in the Press Room. This space is viewable by all students.The Neutral Café:
Everyone needs to take a break and have a cup of tea on occasion. The Neutral Café is the perfect spot to relax. The Neutral Café is also the perfect spot to have a discreet conversation with parties that might not be popular with the Atlantican Government. This space is viewable by all students.Others:
